Phil contributes to a BBC Radio 4 documentary narrated by Dr Kate O'Brien (University of Kent) on the development and regulation of dance music scenes and their continuing influence on youth cultures and 'lifestyle' markers in the UK and beyond. Other contributors include DJs Paul Oakenfold, Pete Tong, Alfredo and a former senior police chief, instrumental in enacting the British state's response to the rave phenomena. Perhaps the last 'organic' youth culture?

In August 2011, Phil visited Sydney to present the findings of a 200-page Final Report entitled Night-Time Economy Management: International Research and Practice: A Review for the City of Sydney. 

The research has been commissioned by Sydney to inform its Night-Time City Policy (NTCP), a 20-year vision for the development of a thriving, sustainable and diverse night-time economy within which positive cultural and economic benefits are built upon the foundations of a safe and welcoming social environment and a supporting infrastructure of regulation and services. Phil's visit provided the opportunity to brief key policy and stakeholder groups, including senior New South Wales government, The Lord Mayor, City of Sydney Directors and CEO, the Office of Liquor, Gaming and Racing, retail, licensed trade and cultural sector members, NSW Police, and local academics.
